WASHINGTON — In a rare moment of bipartisan cooperation, the U.S. Senate approved a two-year $109 billion national transportation bill Wednesday that could assure funding to expand Inland freeways and transit systems.

Legislation passed by the Senate this week and headed for the House – and a possible presidential veto – could allow the US military to detain American citizens indefinitely.
